Locomotive Emissions Testing Facility
Located at the Norfolk Southern Juniata Locomotive Shop in Altoona, Pennsylvania, this facility is owned by Norfolk Southern Corporation and operated by a joint partnership between Norfolk Southern and CAFEE.
The test facility consists of steel scaffold with platforms on both sides of the locomotive at catwalk and rooftop levels. The climate controlled, rooftop-level control and equipment room houses the emissions sampling equipment and locomotive control station. This temperature-controlled indoor facility can perform emissions testing at any time of the year, allowing for consistent measurements. Gaseous and particulate emissions are measured in accordance with 40 CFR Part 1033 and 40 CFR Part 1065, and meet the intent of the EPA requirements for locomotive emissions certification. Data from tests conducted by WVU at the Juniata facility have been submitted and accepted by the EPA for locomotive engine certification, as well as the AAR in-use testing program. The facility can accommodate two locomotives–one undergoing testing and a second undergoing preparation for testing.
